Copy buttons and segments from another domain

Replace the target domain's draft buttons AND segments with copies from a source domain (full draft funnel clone). Draft state only. Requires a write-scoped key.

Retry domain provisioning

Re-run domain provisioning for a domain stuck in `pending` or `failed`. Idempotent. Requires a write-scoped key.
